Emerging technologies can have profound conceptual implications. Their emergence frequently calls for the articulation of new concepts, or for modifications and novel applications of concepts that are already entrenched in communication and thought. In this paper, we introduce the notion of “conceptual appropriation” to capture the dynamics between concepts and emerging technologies. By conceptual appropriation, we mean the novel application of a value-laden concept to lay a contestable claim on an underdetermined phenomenon. We illustrate the dynamics of conceptual appropriation by (...) analyzing the concept NATURE and its uptake in three discourses of emerging technology: cellular agriculture, solar geo-engineering, and biomimicry. We argue that NATURE and its cognate NATURALNESS are strongly valanced concepts upon which different stakeholders lay a claim. In doing so, stakeholders advance distinct conceptions of nature, typically to suit their own interests. Our case-studies illustrate how in discourses on emerging technology, the application of value-concepts is entangled with ideological stakes and power dynamics. (shrink)

This article brings a new perspective to the ethical debate on geoengineering through stratospheric aerosol injection (SAI), incorporating the emerging techno-moral change scholarship into the discussion surrounding sustainability. The techno-moral change approach can help us understand different ways in which technology might shape society. First, it helps highlight how values and norms are interrelated. Second, it shows that techno-moral change can happen even if the technology is in no way realized. Through the introduction of two techno-moral vignettes, two diametrically opposed (...) ways in which SAI forces us to rethink sustainability and our relationship with nature are suggested. SAI could lead to a situation of entrenchment, wherein sustainability as a norm is undermined, or transformation where the necessity of acting according to sustainability is highlighted. (shrink)

The paper explores how the framework of systemic risks can help govern the risks imposed through solar climate engineering research. The central argument is that a systemic perspective of risk is a useful tool for analysing and assessing the risks imposed through Stratospheric Aerosol Injection (SAI) research. SAI is a form of climate engineering that could cool the planet by enhancing its albedo through the injection of aerosols into the stratosphere. Researching such a technology creates systemic risks with a strong (...) sociotechnical component. This component consists of the potential societal harm that a developing or new technology might cause to existing norms, values, institutions, and politics. The systemic risk framework is a valuable heuristic for this case, given the complex interdependencies of societal systems, infrastructures, markets, etc. At the same time, the systemic risk framework can be enhanced through the inclusion of a more robust and reflected ethical considerations on technological risks. Consequently, this article seeks to supplement the systemic risk governance framework with insights from technology ethics. Specifically, the paper offers an ethically reflective conception of societal value dynamism and stakeholder engagement and participation, tying it to existing systemic risk governance approaches. This paper explores what kind of uncertainty a research program governing solar climate engineering through Stratospheric Aerosol Injection (SAI) needs to account for. Specifically, it tries to answer two central issues with regards to SAI research and it’s ethical evaluation: One, what irreducible uncertainties remain throughout the decision-process, and, two, how do these remaining uncertainties affect the ethical evaluation of SAI research. The main assumption is that decisions on SAI research governance will be made under normative uncertainty, i.e. situations under (...) irreducible knowledge-constraints that arise in concrete, practical decision-contexts. These decision-contexts are multi-lateral and empirically ambiguous, and the decision-makers need to reconcile a plurality of values. While normative uncertainty complicates the ethical evaluation of policy decisions, I argue that moral considerations can be accommodated through the inclusion of recognitional, participatory justice approaches, as well as adaptive and anticipatory governance methods. "Ist der Patient ein Mensch?" is a collection of articles. Its central topic is the question if the object of modern medicine is still the human being or if just organs and tissues are treated by medical doctors? The drawing on the book cover shows a lung instead of a human patient lying in a hospital bed. The approaches to this topic are diverse and surprising. E.g. the surgeon Ankersmit argues that it is impossible for him to see the human (...) being in the body lying on the operation table because then he would be unable to perform his work professionally. Other texts stretch the topic of the book to the questions whether medical doctors are human beings or if the human being of today is a "patient" in the sense of a current crisis of anthropology. The topic of "Einladung zur Odyssee" is the knowledge of the human individual. As knowledge nowadays is always associated with scientific knowledge, and as scientific knowledge is always collective knowledge - and not individual knowledge - this book is not only not scientific, it also tackles a non-topic, a topic that, from the point of view of today's people, simply does not exist. The consequences of this point of view and of this concept that there is no knowledge other than (...) scientific knowledge can be seen in our current educational systems: The mind of a young person can either be adapted to science or it has to be broken. The author of this book is in no manner unscientific and does not have any tendency to the belief in esoteric truths; he just misses (and missed in his life) the understanding of teachers and university professors for the necessity of the individual student to find his own approach to a topic and to find answers to his own questions. This book was inspired by personal experiences during my studies at the University of Vienna like the following: When I tried, in a seminar, to express that I have now understood a certain concept which I did not understand before, and what that means for me, how it modifies other related concepts in my mind, I was regularly shut down by the professor who was offended by my practice of relating a concept to myself, to my own person. Instead of doing that I should relate it to that which is of general interest. (In this occasion I also learned that my professors confunded universality with that which is of general interest.) In short, university professors and persons of scientific character seem to lack the understanding that the head of a student has to wire itself in order to function. This process of wiring itself of students' brains is called learning. Nowadays people seem to have no respect of learning, they do not understand that learning is a sensitive and fragile process which can easily be harmed by professors shutting down students without kowing and even caring about what is currently happening in their brains. This thesis explores the ethical challenges that a potential research program for solar climate engineering via Stratospheric Aerosol Injection (SAI) could incur. These ethical challenges are comprised of epistemic hurdles in relation to the research process, as well as societal questions of justice and the value of nature. We investigate the stability of mixed strategy equilibria in 2 person (bimatrix) games under perturbed best response dynamics. A mixed equilibrium is asymptotically stable under all such dynamics if and only if the game is linearly equivalent to a zero sum game. In this case, the mixed equilibrium is also globally asymptotically stable. Global convergence to the set of perturbed equilibria is shown also for (rescaled) partnership games, also known as potential games. We introduce a new class of population games called stable games. These games are characterized by self-defeating externalities: when agents revise their strategies, the improvements in the payoffs of strategies to which revising players are switching are always exceeded by the improvements in the payoffs of strategies which revising players are abandoning. We show that stable games subsume many well-known classes of examples, including zero-sum games, games with an interior ESS, wars of attrition, and concave potential games. We prove that (...) the set of Nash equilibria of any stable game is convex, and offer an elementary proof of existence of equilibrium. Finally, we show that the set of Nash equilibria of a stable game is globally asymptotically stable under a variety of evolutionary dynamics. These convergence results are proved by constructing Lyapunov functions defined in terms of revision potentials—that is, potential functions for the protocols agents follow when they consider switching strategies. The book "Wer hat das Wissen in der Wissenschaft versteckt?" [Who had hidden knowledge in science?] is about the organisational character of science - "science" as understood in continental Europa as social & natural sciences. The reason for this interest is that, as it is the case with other things, human beings undertake scientific enquiries because they, as individuals, have certain interests related to the content of their activities, they want to know certain things. Then, when an activity is organised, (...) the organisation (or organisational structure) itself develops own interests and imposes them on the individuals. Soon, the individuals do not follow anymore (so much) their own interests but the interests of the organisation. This phenomenon is exemplarified by an analysis of the foreword of Wilhelm Schmid's book: "Philosophie der Lebenskunst" (1998) [Philosophy of the art of living], his habilitation at the University of Erfurt: The analysis shows how Schmid in this foreword is trying hard to present the art of living (which is first and foremost useful for the individual human person) as something which is useful for society because this is what science, represented by the academic environment in which we are socialized requires. In total, the book comprises 12 individual studies of which the analysis of the foreword of Schmid's "Philosophie der Lebenskunst" is one. The other 11 studies analyse texts by: Jeanne Marie Gagnebin, Sandra Beaufays, andreas Hütig, Carl Djerassi, Monika Wogrolly, Friedericke Hassauer, Michel Foucault, John Stuart Mill, Erich Visotschnig & Siegfried Schrotta, Gordon A. Frutschnigg, and Oliver Sacks. One important aspect of the book is the relationship between philosophy and science, analysed e.g. with the help of Gordon A. Frutschnigg's diploma theses on the diploma theses completed at the Institute of Philosophy of the University of Vienna between 2005 and 2007: Can philosophy, which primarily serves for the orientation of the individual in life be scientific in the sense of the organisational character of science (which tries to exclude individual interests as best as it can for they are deemed to bring subjectivity into science striving for objective truth). The choice of the books/texts which are analyzed in this study was partly (admittedly) random; however, they bear a common characteristic which is: these are texts which show/make visible the organisational character of science. It is my contention that, at its very roots, Aquinas’s ethical theory is eminently personal, and that today’s generation of college students would benefit greatly from a close reading of it. At their deepest levels, the youth of today (...) do not want to be coddled: they desire a challenge, a “call to arms” so to speak—something that will inspire them and lead them out of the sometimes suffocating circle of self-interest and self-pity that surrounds so many of them. Aquinas’s ethical theory is different from most modern and contemporary ethical theories. For he roots it in the real, in a real “person,” and I think that today’s youth should at least be made aware of the existence of such a deeply personal ethic. They deserve to be made aware of a real option for a way of life that offers the realistic possibility of deliverance from themselves, and one which, as well, offers definite answers to specific questions that they encounter as their life’s story plays itself out.As long as our youth are made aware of this uniquely personalist option which Aquinas offers them, they can choose to take it or leave it at their own good pleasure. And many of them will leave it, for the time being, as they search for other (typically more hedonistic) ways to find personal self-satisfaction and self-fulfillment. But at least they will know that it is out there (“it” has been called the “maximalist view,” the “path of greatest resistance”), waiting for them to heed its unique call to them on a personal level. The challenges of the Anthropocene are growing ever more complex and uncertain, underpinned by the emergence of systemic risks. At the same time, the landscape of risk governance has become compartmentalised and siloed, characterized by non-overlapping activities, competing scientific discourses, and distinct responsibilities distributed across diverse public and private bodies. Operating across scales and disciplines, actors tend to work in silos which constitute critical gaps within the interface of science, policy, and practice. Yet, increasingly complex and ‘wicked’ problems require holistic (...) solutions, multi-scalar communication, coordination, collaboration, data interoperability, funding, and stakeholder engagement. To address these problems in a real-world context, we present the Risk-Tandem framework for bridging theory and practice; to guide and structure the integration of disaster risk management (DRM), climate change adaptation (CCA) and systemic risk management through a process of transdisciplinary knowledge co-production. Advancing the frontiers of knowledge in this regard, The Risk-Tandem framework combines risk management approaches and tools with iterative co-production processes as a cornerstone of its implementation, in efforts to promote the co-design of fit-for-purpose solutions, methods and approaches contributing toward strengthened risk governance alongside stakeholders. Spinoza has been appropriated as a philosophical forefather of deep ecology. I identify what I take to be the relevant components of Spinoza ’s metaphysics, which, at face value, appear to be harmonious with deep ecology’s commitments. However, there are central aspects of his moral philosophy which do not appear to be “environmentally friendly,” in particular the sentiments expressed in the Ethics IV35C1 and IV37S1. I describe environmental ethics’ treatment of these passages and then indicate what I take to be (...) a more satisfactory route toward “ecologizing Spinoza.”. (shrink)

The ability of the mind to conceptualize what is not present is essential. It allows us to reason counterfactually about what might have happened had events unfolded differently or had another course of action been taken. It allows us to think about what might happen – to perform 'Gedankenexperimente' (thought experiments) – before we act. However, the cognitive and neural mechanisms mediating this ability are poorly understood. We suggest that the frontopolar cortex (FPC) keeps track of and evaluates alternative choices (...) (what we might have done), whereas the anterior lateral prefrontal cortex (alPFC) compares simulations of possible future scenarios (what we might do) and evaluates their reward values. Clinical judgment has traditionally been left to be acquired chiefly through personal experience and conversations with experienced practitioners. Given the explosion of knowledge and technology of recent years, a more lystematic approach to managing information has become increasingly important. Ethical issues, both of a social and more individual nature, also increasingly demand attention. This paper describes one effort to address these problems through medical education. A three quarter pre-clinical course was revised to incorporate decision analysis and ethical analysis. Prayer windows are architectural elements of various forms that are opened on the surface of the walls of mosques, tombs, lodges, cemeteries, or treasuries in the direction of people's passage and usually have inscriptions. The prayer windows opened on the body or courtyard wall of the tombs exhibit an imposing appearance in a way to attracts people's attention. In front of such windows, in the presence of the deceased, prayers and requests are made to Allah for his sake. Eyüp Sultan (...) Mosque and Mausoleum are places where crowds of people gather on holy days of religious importance such as Friday. The prayer windows were made near the graves of common people who were not considered religious leaders, even if they had a high social status, and buried in the cemeteries around Eyüp Sultan Tomb, and in the openings in the enclosure wall of these cemeteries, have been the subject of our study with their inscriptions ending with the request for Fatiha. It is understood that the prayer windows, which are in the position that constitutes the connection of the treasuries with the street, were opened to request prayer by attracting the attention of people passing by to visit mosques and tombs. We have tried to determine the place of prayer windows in the discipline of art history since they were not applied in the first period of Islam but were an elegant practice that emerged especially in the Ottoman period and had not been studied before. We have endeavored to determine the effect and reflection of the visit tradition shaped by the Ottoman period adherents of the Islamic religion on Islamic art throughout this subject. In our research, we have tried to find the first information about prayer windows. We have tried to determine the place of prayer windows in the discipline of art history since they were not applied in the first period of Islam but emerged especially in the Ottoman period and have not been studied before. We have endeavored to determine the effect and reflection of the visiting tradition shaped by the Ottoman period followers of the Islamic religion on Islamic art throughout this subject. In the first part of our research on prayer windows, Eyüp Sultan Mosque and Tomb in terms of the tradition of visitation in Islam; in the second part, the purpose and importance of the construction of prayer windows and the evaluation of these building elements in terms of form, material-technique, writing, ornamentation, and identity are discussed. In this process, the necessary permissions and usable data were obtained from the Directorate of Tombs, Istanbul Directorate of Cemeteries, and the General Directorate of Foundations Istanbul 1st Regional Directorate for the examination of 11 windows that we identified in the cemeteries around Eyüp Sultan, and the measurements of the windows were taken in a process of approximately two weeks. Within the framework of the necessary security measures, tools such as ladders and tripods were used to take the correct measurements of the high windows. The stumpage technique was applied to the inscriptions and high-relief decorations. There were some difficulties in measuring and photographing the windows due to the location of the land and the passage point of the people. The photographs were taken in detail and shared as general views and only general views were used in order not to exceed the volume of the article. The gravestones related to the subject in the background of the windows were also identified one by one by scanning the whole of the treasuries. With the data obtained because of measurement and photography, the windows were drawn with the AutoCAD program in about one and a half months. Sources on the subject were researched in many libraries in Istanbul and Ankara and on the net and collected in an average of one month. In the evaluation phase, the inscriptions of each prayer window and the associated tombstones were read and analyzed, and inferences about the art and the master were made with the signatures of the artisans on the inscriptions. In terms of art history, subheadings were opened according to the forms of the windows, and definitions were made. As an example of an application specific to the Ottoman period in Islamic architecture and art, our main aim has been to bring the prayer windows opened in the cemeteries around Eyüp Tomb to the discipline of Art History in the context of form, ornamentation, writing, and death. The text created by evaluating all the data is the result of a meticulous, comprehensive, and long-term process. With this study, it has been attempted to understand the Muslim view of death and the cultural heritage developed within this framework based on the building elements in question. (shrink)

Faced with troubling professional decisions in his long and successful career as a psychiatrist, M. O'C. Drury turned for direction to the philosophical work of his teacher and friend, Ludwig Wittgenstein. Of particular concern to Drury were the situations in which psychiatrists were expected to differentiate between instances of madness that were religious in form and instances of genuine religious experience that, for their oddity, landed believers in psychiatric consulting rooms. In this essay we consider the special orientation Wittgenstein's philosophy (...) gave Drury, for example the way in which Drury came to understand how even his search for a principle of differentiation between madness and religion was misleading and contrary to his own practice—how it involved ‘sitting back in a cool hour and attempting to solve this problem as a pure piece of theory. Purpose: To show the convergences between Josef Mitterer's non-dualizing way of speaking and actor-network theory. Method: Comparative analysis of Mitterer's non-dualizing philosophy and actor-network philosophy. Findings: Profound convergences between the two accounts may lead to a unified account that could redefine traditional philosophical problems. Benefits: The paper extends the range of Mitterer's non-dualizing philosophy and actor-network theory enabling both to face new problems. Among them, extended non-dualizing philosophy may undergo empirical investigations.

The aim of this study is to examine the distribution of news related to nanoscience and nanotechnology published in Turkish newspapers between 2011 and 2018. Nine Turkish newspapers selected using criterion sampling were investigated and the document analysis method was used to analyze them. The electronic archives of the newspapers were used to collect data and the word “nano” was used as a keyword. The obtained data were analyzed with the content analysis technique. While analyzing the news stories, categorization was (...) performed according to four main variables: distribution by years, the newspaper section, the approach in the content of the news stories, and the content of the news stories. As a result, it was seen that there has been an increase in the number of nano-news stories in Turkish newspapers over the years, the news stories are mostly included in the “local” section of the newspapers, and the general approach is positive. In the categories formed according to the content of the news stories, the number of news stories related to the production and commercial applications of nanotechnology was higher compared to the others. In an international comparison, it should also be mentioned that the topic of risk plays a subordinate role in the newspapers examined. (shrink)
